The National Thermal Power Corporation ( NTPC ) and Doon University, Dehradun entered into a Memorandum of Understanding (MoU) on 28 December 2006 under which :

• The Executive Council of Doon University vide its Resolution dated 26 May 2011 agreed to offer the NTPC Chair Professorship to Dr R.S. Tolia, IAS, PhD, former Chief Secretary and Chief Information Commissioner, Uttarakhand Government with effect from 15 June 2011 and the same was accepted by him.
• Dr. RS Tolia proposed a Plan of Public Policies Research Priorities inter alia to commence preliminary policy related work on Centre for Public Policy.
